According to the Logistics Ease Across Different States (LEADS) 2023 rankings, Tamil Nadu has been declared the best state, demonstrating the State's dedication to improving its logistics network.

The accomplishment, according to T.R.B. Rajaa, Minister for Industries, Investment Promotion, and Commerce, was made possible by initiatives like the construction of Multi-Modal Logistics Parks (MMLPs), the improvement of first- and last-mile connectivity, and major upgrades to various logistics infrastructure components. "The State has demonstrated exceptional performance in the operational and regulatory environment and logistics services pillars, outperforming other states in the coastal group," he continued.

The government has undertaken several significant initiatives, including the development of an integrated logistics plan and logistics policy, the establishment of a dedicated cell for logistics initiative implementation, sector-focused stakeholder workshops, the execution of the PM Gati Shakti State master plan, the creation of MMLPs at Mappedu and Coimbatore, and feasibility studies for a high-speed/dedicated freight corridor.

The LEADS index was developed and released by the Ministry of Commerce and Industry (MoCI) in 2018. LEADS, an innovative project of the Indian government, attempts to assess how well logistics ecosystems function in each of the States and Union Territories. In order to help States and Union Territories make wise policy and decision-making decisions, LEADS lays the path for them to comprehend the key elements of logistics performance.

With input from key logistics players, this index ranked the relative performance of each State and Union Territory's export-import logistics ecosystem. Three crucial dimensions—the operational and regulatory environment, services, and infrastructure—are the focus of the study. Both subjective and objective indicators are included.
