The Veterans Cell was established in August 2010 to address complaints regarding veterans' difficulties at the Army HQ level, and this was the beginning of the Directorate of Indian Army Veterans' (DIAV) journey.

On January 14, 2016, in Delhi Cantt under the Adjutant General's Branch, the Veterans Cell was raised to a full-fledged Directorate, the Directorate of Indian Army Veterans (DIAV), with an aim to providing real care and assistance and meeting the expectations of Veterans. It constantly communicates with Line Directorates, State Governments, the Ministry of Defence, the Department of Ex-Servicemen Welfare (DESW), the Directorate General of Resettlement, the Controller General of Defence Accounts, Banks/Central Pension Processing Centres and other parties to provide a Single Window welfare and grievance redress mechanism for all Army Veterans and Next of Kin (NOK).
